Order Tajikistan driving license online: Is it really possible and legal?

Alright, so I wanted to get a driver’s license in Tajikistan. It seemed like a good idea at the time, you know, more freedom to move around and all that. I heard some stuff about needing an international driving permit, but I figured I’d just go for the local license and be done with it.
